Everything is ready in Naples for Exe Flegrei 2019, the maxi exercise on volcanic risk which for four days will involve around 4000 citizens of the Flegrea area in the simulation of the various emergency phases


The press conference for the presentation of the national exercise on volcanic risk was held this morning at the headquarters of the Regional Council of Campania “Exe Flegrei 2019” which will be held in the territories of Campi Flegrei from 16 to 20 October.
The exercise, organized by the Civil Protection Department (DPC) and the Campania Region, in collaboration with the Municipalities of the Campi Flegrei "red zone" and the Prefecture of Naples, will have the active participation of the National Institute of Geophysics and Volcanology ( INGV), the Plinivs-Lupt Study Center and the Institute for Electromagnetic Sensing of the Environment of the National Research Council (IREA-CNR), in their role as centers of expertise of the DPC.
The press conference convened by the President of the Campania Region, Vincenzo De Luca, and by the Head of the Civil Protection Department, Angelo Borrelli, was also attended by the Prefect of Naples, Carmela Pagano, the General Director of INGV, Maria Siclari, the Operations Director for the Emergencies Coordination of the DPC, Luigi D'Angelo, the Coordinator of the Risk Forecasting and Prevention Office of the DPC of the Campania Region, Italo Giulivo, and the Director of the Vesuvius Observatory of the INGV (OV-INGV), Francesca Bianco.
"INGV has collaborated steadily for many years with the DPC in monitoring and surveillance activities as a center of competence of the National Civil Protection System", underlines the Director General of the Maria Siclari Institute. “In the case of Exe Flegrei we will be involved with the dedicated Crisis Unit which has been set up for the Campi Flegrei and with all the personnel who work daily in our three Monitoring Rooms in Naples, Catania and Rome and in all the Sections of our Institute. This is a very important exercise for us, which will once again highlight the fundamental information and communication activities at the service of the community that INGV carries out together with the Department".
The objective of Exe Flegrei 2019, which will involve citizens and operators of the national Civil Protection service as well as the Regions and Autonomous Provinces twinned with the Municipalities involved, will be to boost planning activities for volcanic risk in the Phlegraean area. On this occasion it will in fact be possible to develop, test and improve the operational, procedural and methodological aspects of territorial and sector planning, to arrive at the elaboration of a final document that links strategies and operational choices.
“The INGV Vesuvius Observatory is the oldest volcanological observatory in the world which today has the institutional task of monitoring the volcanoes in the Neapolitan area”, adds the Director of the OV Francesca Bianco. “For this exercise we will have a group of researchers who will simulate the escalation of volcanic phenomena that will lead to variations in alert levels from attention to pre-alarm to alarm. Our Monitoring Room will receive the simulated signals, interpret them, take stock of the situation together with the Institute's Crisis Unit, inform the DPC according to our communication protocols and report the evolution of the emergency phase to the Major Risks Commission" concludes Francesca Bianco.
