In reference to the article that appeared in Il Fatto Quotidiano, on 17 September last, entitled: “Earthquakes, the director of Ingv leaves: There is a lack of transparency and collaboration. The case is brought to the attention of the government”, the Board of Directors of the National Institute of Geophysics and Volcanology completely dissociates itself from the criticisms contained therein.
The scientific and administrative programming of INGV was developed through the creation of new participatory mechanisms, such as the establishment of the "College of Directors", made up of the three Department Directors, all nine Section Directors and the Directors of the main Offices administrations, as well as the creation of an "Office for the Coordination of Research Support Activities" which assists the institutional activities of the bodies and provides support to all staff. This reorganization was carried out in close harmony with the Institute's top management in order to favor the sharing of management, planning and execution activities. All the architecture is naturally subject to daily improvement, aimed at improving the functionality of the institution.
Over the past few years, INGV has operated with the primary objective of increasing scientific productivity, improving its seismic and volcanic surveillance functions, maximizing participation and transparency in decision-making processes relating to both research planning and administrative management. The Institute's top management faced significant structural, managerial and financial problems. Among the priority objectives achieved, we point out, in particular, the consolidation of the Institute's budget, the approval of new founding acts of the institution, the renewed attention to the development of collaborations with the University and with other research institutions. A further aspect of fundamental importance concerns the development of the hiring plan, which in fact will lead to the overcoming of a large part of the age-old problem of precariousness within the Institute.
