Cesidio Lippa was born in Villavallelonga, in the heart of Marsica, in 1939.
Graduated in accounting, he began his career in 1961 at the "Giuseppe Kirner" National Institute.
In 1968 he graduated in economic sciences and later, still very young, he obtained the qualification of manager.
In 1979 he moved to ING, bursting with his personality? and his spirit of initiative in the then fledgling world of public research institutions.
Carrying out the functions of administrative director, he helped to bring the small institution, which has its operational base in a wing of the astronomical observatory of Monte Porzio Catone and its registered office in a run-down apartment in the Esquilino district, out of the crisis in which it had fallen after the disappearance of Prof. Enrico Medi, Director of the Institute for twenty-five years, and from the consequent commissioner management.
In 1983 he was appointed General Manager, a position he will keep? until the moment in which the ING will dissolve? in INGV in 2001.
In this period of a fundamental contribution to the strong development of the institution chaired by Prof. Enzo Boschi: the staff goes from 44 units? in 1980 to 329 in 2000; the volume of the budget increased from 800 million lire in 1980 to 63 billion lire in 2000; starting from 1986, the staff of the institute was reunited in a finally decent location inside a building owned by the institute. of the social security institutes acquired on lease.
Contextually, the tenacity and the ability? that have always distinguished his action allow him to obtain the completion of the donation by the provincial administration of the land on which to build the definitive headquarters of the Institute in Via di Vigna Murata and the release of the related building permit, at the head of exhausting negotiations destined to become a source of endless anecdotes. In 1992 the new, prestigious headquarters was inaugurated.
Isn't ING now? more is a small body: and while its President cultivates a couple of generations of brilliant researchers, its Director General manages an increasingly large structure. complex and, at the same time, becomes a point of reference for the Administrations of all research institutions, now consolidated in a sector of the public sector; he was co-opted in the Conference of the presidents of the research institutes and appointed member of the sector Committee chaired by Prof. Enrico Garaci and participated as a protagonist in the negotiations at the ARAN for the renewal of the national collective labor contracts of the sector; unanimously recognized ? his decisive contribution to the drafting of a highly innovative contract for the sector: the one referred to in Presidential Decree n. 171 of 1991. Are the most representative trade union organizations able to appreciate his skills? of a tough but fair negotiator.
During the nineties he founded and animated the Conference of general directors of research institutions, holding the position of general secretary until this year.
He does not fail to take care of the training of the EPR staff and contributes to the fortunes of the Bressanone School directed by his colleague and friend Luciano Majorani, in quality as a member of the Scientific Council and as a teacher.
In 1999 he actively participated in the drafting of the decree establishing INGV; the new body was officially born on 10 January 2001 and on the following 1 February he was appointed Director General of the new and large Institute.
In this capacity he manages the long and laborious phase of transition from the previous legal systems to the new unitary legal structure; controls, with the usual characteristics of firmness and coherence, the process of merging the different realities? merged into the new Body, during which the heads of the Institute are called to significantly modify the personnel and resource management criteria, gradually adapting to the changed procedural framework.
INGV establishes itself as a center of excellence in the panorama of public research and the success of the institution strengthens its positions in defense of the autonomy of EPRs and also for the valorisation of the technical and administrative staff of the institutions.
Before being hit by the disease that will take him? In the end, he manages to obtain a subsidized loan from the Cassa Depositi e Prestiti for INGV, the first research institution to achieve this opportunity, which allows the purchase of the prestigious headquarters of the Catania Section in the Baroque center of the city. ? etnea and to start an innovative project financing for the expansion of the headquarters in Via di Vigna Murata.
He would have finished his mandate in January 2009.
