Develop technologies for monitoring and analyzing the physical risk of national critical infrastructure. It is the theme ofProgram Agreement signed today in Rome by the Presidents of ENEA and INGV, Gilberto Dialuce e Carlo Doglioni, during an event at the CNEL headquarters, which was also attended by representatives of institutions and companies in the sector.

Among the key points of the agreement is the Italian Center for the security of strategic infrastructures EISAC.it, born from the collaboration between ENEA and INGV and included by the competent UN office in the list of the 24 best technological structures in the world for the management of emergencies from natural events. The EISAC.it Center is able to offer advanced services such as risk analysis on areas of the territory, simulations of scenarios of natural events and impact on networks, collection and analysis of satellite data, creation of territorial databases and weather forecasting systems. climatic and oceanographic. A complex activity that revolves around the world of scientific research and makes use of numerous professionals and cutting-edge technologies to provide risk analysis and forecasting services on strategic infrastructures throughout the country.

“Italy is too fragile to natural hazards, and we forget past calamitous events too easily: it is the conflict between memory and oblivion to which we are subjected every day, as the late philosopher Remo Bodei reminded us. Earthquakes, landslides, eruptions, tidal waves, floods, gaseous emissions and ionizing radiation are all natural phenomena that will always exist. Earthquakes will strike Italy again and we must be ready with adequate prevention. It is therefore essential to protect national infrastructures”, he says Carlo Doglioni, President of INGV.

“The signing of this Agreement is part of the framework of the EWC Directive (Critical Entity Resilience), which must be implemented by the Member States through legal provisions which translate the strategic indications contained therein into actions, integrating them into the different national policies. The goal is to increase the sensitivity of countries towards these issues and reduce the exposure of citizens to the damage that the lack of infrastructure and primary services can cause", he explains Salvatore Stramondo, Director of the INGV National Earthquake Observatory (INGV-ONT) and contact person of the Institute for EISAC.it.

"ENEA has long identified the critical infrastructure sector as a central asset for the development and application of skills in the fields of engineering and the production of ICT models and technologies", underlines the President of ENEA Gilberto Dialuce. “The CER Directive – he adds – considerably broadens the panorama of strategic infrastructures and services and identifies the primary objective to be achieved in the development of their resilience. And we are ready for this new challenge that requires a collaborative approach to guarantee systemic protection for infrastructures".

“Among the technologies developed by ENEA in this specific sector, a prominent place is occupied by decision support systems (Decision support system), aimed at monitoring and analyzing the risk of critical infrastructures, seen in their interdependent structure, in the event of adverse natural events, and to support the management of related crises", highlights Maurice Pollino ENEA contact person for EISAC.it.

Il Ministry of the Interior defines “National Critical Infrastructures” as “the physical resources, services, information technology systems, networks and infrastructure assets which, if damaged or destroyed, would cause serious repercussions on critical functions of society, including the chain of supplies, health, safety and economic or social well-being of the State and the population". It follows that integrity, protection from physical risk and resilience of the entire national services system represent strategic issues, especially in light of the changing weather and climatic conditions, the impacts of hydrogeological and seismic phenomena and the problems of aging of the structures themselves.
